McDonald and Dearden hold the view that, the most important constraint for the CAP is the budget. It was estimated the CAP consumed 60% of the total Community Budget in 1991. But then it decreased slowly to 45% by 2007 (Neal Larry, The Economics of Europe and the European Union, Cambridge University Press, 2007).
