IMPROVING CONTRACTUAL RELATIONSHIPS IN THE DELIVERY OF AGRO-ENVIRONMENTAL PUBLIC GOODS IN AGRICULTURE – STAKEHOLDER SURVEY LEADER AND THE WOMR APPROACH

Abstract


The successful implementation of the VOMR/Leader approach in Bulgaria plays an important role in promoting innovative solutions to old and new problems in rural areas and turning them into a kind of „laboratory” for developing local capabilities and testing new ways to meet the needs of communities in rural areas districts. The approach has brought valuable results in many rural areas in the EU and can play an important role in helping rural areas in Bulgaria. Collective bargaining and incremental payment are the highest motivations for an environmental contract or program. The supply to farmers of agri-ecological public goods related to the environment and climate, water conservation and soil quality improvement, biodiversity conservation, landscape improvement and carbon emission reduction is increasing.

At the same time, a positive effect is reported on the condition that payments will be increased on an annual basis when better results are achieved, farmers are given the opportunity to choose measures to participate in for the agricultural year.
