MODERN TRENDS IN REGIONAL PROJECT MANAGEMENT
Abstract
Regional management of projects is one of the important challenges in modern management. Project management is characterized by both general regularities of management, as well as different characteristics depending on the specifics of the region.
The management of regional projects is directly related to governance systems and derives from the country's regional policy.
In Europe, two main models of local governments have been established: Anglo-Saxon and Continental, Centralized and Decentralized (EU funding in culture, 2010:9).
Anglo-Saxon model is common in Great Britain, USA, Canada, India, Australia and in other countries. The starting principle of this model is the maximum level of autonomy of local self-government.
The continental model is common in France, Italy, Spain, Belgium, America and some African countries.
The Georgian management model is of a mixed type: both Centralized and Regional. Funding policy is also determined according to the institution's status and subordination. There are also exceptions, when the institution may be subordinated to the central agency and financed from the central and regional budgets.
„Georgia belongs to the small group of countries where the obligation of equal territorial development is at the level of the constitution. According to Article 5 of the 1995 Constitution of Georgia, „the state takes care of equal socio-economic and demographic development in the entire territory of the country. The law creates special conditions for the development of mountainous regions.” It should be noted that the existence of this type of constitutional obligation, as a rule, is characteristic only of states with a federal and regional territorial organization (Kakhidze, 59:2019).
The first strategic document defining the regional policy - „Regional Development of Georgia 2010-2017, state Strategy” was adopted in 2010. The strategy defined the main principles, goals and objectives of the regional development policy of Georgia and established the necessary conditions for ensuring the sustainable development of the country (Kakhidze, 60:2019).
One of the main priority areas among modern regional projects is the social sphere. We will mainly touch on projects in the field of education and culture of the Ajara region, which provide state and private organizations, as well as individuals, an additional opportunity to obtain funding through competition and ensure the implementation of their prepared projects.
