Abstract

Higher education is standing before new horizons connected to technology and contributing to new knowledge, its management and distribution, access and control. World community realizes that without adequate higher education and scientific research none of the countries would be able to assure a real sustainable development. This paper presents a summary of a monograph examining higher education as a factor in regional development.
