Abstract

The paper is stressing on the nature of the environmental payments. Consideration of the importance of financial instruments for influencing environmental activities aimed both preventative - to prevent pollution of the environment and the efficient allocation of funds raised in the form of payments from causing environmental pollution. The essence of the term “assimilation potential” is specified, a precise differentiation is made between the different types of contributions that fall within the concept of “green payments”. The development of the legislation, which regulates the system of environmental payments in Bulgaria is traced. An overview of existing types of country environmental payments and relative proposals is made, as well as the directions to improving them.
