THE IMPACT OF THE DELEGATED BUDGET MODEL ON THE QUALITY OF SECONDARY EDUCATION IN BULGARIA

Abstract


The aim of this study is to analyze how the delegated budget system affects the quality of secondary education in Bulgaria. Introduced in 2007, the model is based on the principle of „money follows the student,” with the objective of encouraging more efficient allocation of financial resources. Although this approach provides greater financial autonomy for schools, it also creates significant inequalities between large cities and small settlements. The study examines the positive and negative effects of delegated budgets. The subject of the research is the relationship between the results of state matriculation exams and education budgets.
