INNOVATIONS IN THE PUBLIC SECTOR – GOOD PRACTICES AND OPPORTUNITIES
Abstract
The purpose of this report is to present concepts and good practices for innovation and innovative management of the public sector in Bulgaria and in Europe.
Research materials and methods: For the purposes of the present study, combined methods of analysis and synthesis of information were used. The report applies a systematic analysis of a database of publications in specialized journals and websites on concepts and good practices for innovation in the public sector. Attached are data from the National Statistical Institute.
Results: The level of public spending has a significant impact on the results of the public sector. A comparative assessment of the results of scientific research and innovation of the EU member states was made. The dynamics of the budget expenditures for R&D according to socio-economic goals in Bulgaria for the period 2021-2023 are presented. The emphasis is on the barriers to innovation in public sector organizations. Through the budget expenditures for scientific research and development activity, it is possible to determine the priorities for socio- economic goals. This is useful for formulating conclusions about state support for individual socio-economic objectives.
