Abstract

Banking institutions in the Republic of Moldova manage significant volumes of sensitive information daily, and the quality of data management directly affects operational security, regulatory compliance, and public trust. In the context of the accelerated adoption of artificial intelligence in the financial sector, data security becomes a major challenge, and data governance a strategic necessity. Particularly under the conditions of the digitalization of the Information System of the National Bank of Moldova, where periodic reports are entirely transmitted electronically and validated through hundreds of rules, the need for a coherent governance framework becomes imperative. This paper proposes a strategic data governance framework adapted to the specifics of the domestic banking sector, based on the international DAMA-DMBOK model, with an emphasis on the security and data quality components essential for implementing artificial intelligence solutions. The research analyzes the current challenges faced by commercial banks in Moldova, including mixed technological infrastructures, legacy systems, and the increasing pressure of reporting requirements to the National Bank of Moldova.
